You can explore all of them but may want to check the Simulation tab first. On the left side of your screen, you'll notice a menu with multiple tabs. Once you've done so, load up a save and press Tab.
The 'm' must be capitalized, by the looks of it. In the dialog box labeled Launch Options, insert '-developerMode' without the commas. To enable it, you'll need to right-click on the game in your Steam Library and go to the General tab. Cities: Skylines II does feature a developer mode that grants you the ability to dig deeper into how it and its simulation work.
